PROVINCIAL IMMIGRATION UPDATE: ALBERTA, BC, PEI AND NEWFOUNDLAND AND LABRADOR ISSUE NEW PNP INVITATIONS

Four provinces held Provincial Nominee Program (PNP) draws over the past two weeks, issuing invitations across worker, entrepreneur, and health care streams. Alberta, British Columbia, Prince Edward Island, and Newfoundland and Labrador all conducted selection rounds targeting different priorities, from high-wage skilled workers to international graduates — a reminder that provincial pathways remain one of the most active parts of Canada's immigration system.

Alberta: Two AAIP Draws Target Core Workers and Health Care

Alberta issued invitations across two separate Alberta Advantage Immigration Program (AAIP) draws in mid-August. On August 14, 2026, the AAIP invited 743 Alberta Opportunity Stream candidates at a minimum Expression of Interest (EOI) score of 58. Five days later, on August 19, the province issued 24 invitations to non-Express Entry candidates under the Dedicated Health Care Pathway, at a minimum score of 60. Between the two rounds, Alberta issued 767 invitations. With these draws, Alberta has now held more than 70 AAIP rounds in 2026, pushing cumulative invitations for the year well past 11,500, as the province continues its sector-focused approach toward health care, technology, construction, manufacturing, aviation, agriculture, and Rural Renewal-designated communities.

British Columbia: High Economic Impact and Entrepreneur Draws

British Columbia held two rounds of Provincial Nominee Program (BCPNP) draws in August, covering both its high-wage skilled worker and entrepreneur streams. On August 20, 2026, the province issued 602 invitations under the Innovate: High Economic Impact category — 337 to candidates in NOC TEER 0 to 3 roles earning at least $55 per hour or $110,000 per year with a supporting BC employer, and 265 to candidates who scored at least 132 points. Five days later, on August 25, BC turned to its entrepreneur pathways, issuing 11 invitations under the Entrepreneur Immigration Base stream and 5 under the Entrepreneur Immigration Regional stream, both at a minimum score of 116. The Base stream targets experienced entrepreneurs looking to start or acquire a business in BC, while the Regional stream is reserved for those establishing a business outside the Metro Vancouver Regional District. With these draws, British Columbia has issued 4,977 invitations under the BCPNP so far in 2026, including up to 129 to entrepreneur candidates — already surpassing the 132 entrepreneur invitations issued across all of 2025.

Prince Edward Island: Eighth Draw of the Year

Prince Edward Island held its eighth Provincial Nominee Program (PEI PNP) draw of 2026 on August 20, issuing 181 invitations to skilled workers in priority sectors and occupations identified for their economic impact on the province. As in previous rounds, PEI prioritized candidates with employment offers from PEI-based organizations, along with international graduates from the University of Prince Edward Island, Holland College, and Collège de l'Île. The province has now invited 1,034 candidates under the PEI PNP this year. The next draw is scheduled for September 17, 2026.

Newfoundland and Labrador: First NLPNP-Only Draw of 2026

Newfoundland and Labrador held its 11th selection round of 2026 on August 18, issuing 122 invitations entirely through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) — the first draw this year to exclude the Atlantic Immigration Program (AIP) altogether. Every prior 2026 round had included at least some AIP invitations, making this a notable shift, though the province has not indicated whether it reflects a lasting change in strategy. To date, Newfoundland and Labrador has invited 2,319 candidates in 2026, a pace that trails the 3,376 invitations issued across all of 2025.

Together, these draws reflect a familiar pattern across Canada's provincial programs: steady, targeted invitations aimed at addressing specific labour shortages rather than broad, high-volume rounds. For candidates, this reinforces that a strong Express Entry profile alone is often not enough — a provincial nomination, whether earned through a job offer, an in-demand occupation, or a regional connection, remains one of the most reliable ways to secure an invitation, particularly in smaller provincial economies like Prince Edward Island and Newfoundland and Labrador, or in specialized streams like BC's entrepreneur and high-wage categories.
