IRCC PLANS MANDATORY LANGUAGE TESTING FOR KEY INTERNATIONAL MOBILITY PROGRAM WORK PERMITS BY 2027
Immigration, Refugees and Citizenship Canada (IRCC) has announced its intention to implement mandatory third-party language testing for selected work permit applicants under the International Mobility Program (IMP) by 2027. This proposal is part of the IRCC's 2025–2027 Forward Regulatory Plan and seeks to ensure that foreign workers possess the language skills necessary for effective workplace integration and long-term success in Canada.
According to the proposed regulatory amendments, only specific categories of IMP work permits would require candidates to undergo standardized language assessment conducted by approved third-party organizations. The goal is to enhance the fairness and transparency of language evaluations, making the process more consistent and reliable across different applicants.
While some employers may face a smaller talent pool due to the language requirement, the government expects notable benefits. These include better integration into the workforce, improved communication on the job, stronger economic contributions, and increased retention as language-proficient workers are more likely to qualify for permanent residence in Canada.
This measure aligns with Canada's broader immigration objectives of selecting candidates who are well-positioned to contribute to the economy and settle successfully in Canadian society.
