MAJOR CHANGES IN CANADA'S PORT OF ENTRY WORK PERMIT APPLICATIONS

As of May 7, 2025, Immigration, Refugees and Citizenship Canada (IRCC) has implemented new guidelines affecting how foreign nationals apply for work permits at Canadian ports of entry.

Under the updated policy, most foreign nationals must now apply for work permits from outside of Canada. However, several key exceptions remain in place. Individuals who may still be eligible to apply at a port of entry include:

  • U.S. citizens and U.S. permanent residents

  • Professionals covered under specific Free Trade Agreements (such as CUSMA or CETA)

  • Eligible truck drivers who already hold a pre-existing Canadian work permit

These regulatory updates aim to streamline the application process and ensure clearer eligibility guidelines for both IRCC and Canada Border Services Agency (CBSA) officers. The changes are designed to reduce confusion at ports of entry and promote more consistent decision-making.

Foreign nationals who do not meet the revised eligibility criteria should plan to apply for their work permits through visa offices outside of Canada or via the online application system before traveling.
