FEDERAL MINISTER ANNOUNCES SUMMER CONSULTATIONS ON IMMIGRATION INTAKE AMID INTERNATIONAL STUDENT RESTRICTIONS

Federal Immigration Minister Lena Diab has announced a series of national consultations set to begin this summer, aimed at reviewing Canada’s immigration intake targets, with particular emphasis on international student visa allocations. The initiative will bring together provincial governments, post-secondary institutions, and student representatives to assess how Canada can maintain a sustainable and balanced immigration system.

The consultations come in response to growing concerns that the rapid increase in international student enrollment in recent years has strained housing and student support services. In early 2024, the federal government imposed a cap on student visa approvals, leading to a notable decline in international enrollments. As a result, many universities and colleges—especially those heavily reliant on international tuition fees—are now reporting budget deficits and implementing cost-cutting measures, including staff layoffs and program reductions.

Minister Diab emphasized the need for a more coordinated and evidence-based approach to immigration planning, stating that future policies must better align with Canada's capacity to provide housing, healthcare, and education services. Stakeholders are expected to provide input on how to improve the student visa process while protecting the quality of education and the well-being of both domestic and international students.

This summer’s consultations are a key step in redefining Canada’s long-term immigration strategy and will inform decisions on student visa quotas for 2026 and beyond.
